Start a password reset

Email the user a link to set a new password. The link carries a one-time token, which the page behind it sends to `POST /auth/set-password`. The answer is always the same, whether or not an account exists at that address, so this cannot be used to find out who has one. No sign-in needed — this is for a user who cannot sign in.
